Hey, I know you said your 3DS is fine, but I wonder if it had something to do with the latest update. I was still dead in the water until about 2 weeks ago when I updated the system and BAM, now I'm getting street passes left and right. I also took a look at the kids, and my, settings for parental controls, but nothing needed to be changed so I doubt that's it.
