It totally is! I was thinking about god game Black & White and whether ActRaiser was inspired by it or visa versa, or if the gameplay is even very similar. . . working. Ok, it seems Actraiser came out in 1990 only a year after SimCity, so maybe it was taking from that. Black & White is a 2001 game, so that's out. Anyway, I love the combination of different things you do in Actraiser. I can't really think of anything that's really like it as a whole.
